ABOUT THIS PROJECT

This project will proactively replace sewer pipes that are over 100 years old, and well past their useful life, while also redirecting sewer flow on a different path to the wastewater treatment plant to help reduce combined sewer overflows (CSOs) to the Black Rock Canal. The implementation of this project will cost approximately $20,000,000.

As part of this project, the sewers on each side of West Avenue, from Lafayette Avenue to Breckenridge Street, will be replaced with one new combined sewer in the middle of the street.  This new combined sewer will be directed toward Lafayette Avenue, where there is more capacity in the sewer system.  The sewers connecting to each house, known as laterals, will be replaced from the property line to the new sewer on both sides of the street.  A new water main will be installed on West Avenue, as well, and any lead water services encountered will be replaced from the main to the house.

In addition, the combined sewer on Breckenridge Street will be replaced from West Avenue to Herkimer Street. House laterals on both sides of the street will be reconnected to the new sewer, and any lead water services encountered will be replaced from the main to the house. When the project is completed, the entire project area will be repaved.

TRAFFIC IMPACTS

During construction, residents can expect to see construction equipment in the road and new traffic patterns in place, including:

  • Partial or full road closures
  • Sidewalk closures
  • Limited street parking
  • Possible detours

Lafayette Avenue and West Avenue Closure Detour

When construction reaches the intersection of Lafayette Avenue and West Avenue, the intersection will need to be closed for several weeks for construction of a new chamber and drop shaft.  A detour will be in place during this time, as shown below.

How Will Construction Impact Local Business and Services?

Construction won’t impact local businesses, and detours will ensure that emergency services can access all locations despite any road closures.

Will There Be Changes to Parking of Public Transportation During Construction?

Temporary changes to parking and public transportation may occur during construction, but services will continue with re-routed routes.  Updates will be provided in advance.

EXPECTED TIMELINES

Construction is scheduled to start in Spring 2026 and finish by the end of 2028.  It is expected that construction will be completed in sections (generally one block at a time) as shown in the graphic below.  The phased approach will help minimize temporary disruptions in the neighborhood, such as noise and dust, as much as possible.

Notices will be hand-delivered to residents at least one week before construction starts with more detailed information.  Also, please check back here for schedule updates during construction!

 
HOW WILL THIS WORK BE FUNDED?

This $20,000,000 project is funded through New York State loan and grant programs. 50% of the project will be funded by a Water Quality Improvement Program grant. The other 50% will be financed through a Clean Water State Revolving Fund low interest loan.
