WHY IS BUFFALO SEWER DOING THIS PROJECT?
Buffalo Sewer is working diligently to improve the City’s existing sewer infrastructure in a cost-effective manner that will reduce combined sewer overflows (CSOs) impacting local waterways. This project will proactively replace sewer pipes that are over 100 years old, and well past their useful life, while also redirecting sewer flow on a different path to the wastewater treatment plant to help reduce combined sewer overflows (CSOs) to the Black Rock Canal.
WHAT IS INCLUDED IN THIS PROJECT?
West Ave. (from Breckenridge St. to Lafayette Ave.):
- New combined sewer main in center of street
- Replace combined sewers on each side of street and reconnect house / building laterals
- New lead-free water main
- Replacement of any existing lead water services with new copper services
- New road pavement from curb to curb
Breckenridge St. (from West Ave. to Herkimer St.):
- Lining and repair of the existing combined sewer

TRAFFIC IMPACTS
During construction, residents can expect to see construction equipment in the road and new traffic patterns in place, including:
- Partial or full road closures
- Sidewalk closures
- Limited street parking
- Possible detours

How Will Construction Impact Local Business and Services?
Construction won’t impact local businesses, and detours will ensure that emergency services can access all locations despite any road closures.
Will There Be Changes to Parking of Public Transportation During Construction?
Temporary changes to parking and public transportation may occur during construction, but services will continue with re-routed routes. Updates will be provided in advance.

EXPECTED TIMELINES
Construction is scheduled to start in Spring 2026 and finish by the end of 2028. It is expected that construction will be completed in sections (generally one block at a time) as shown in the graphic below. The phased approach will help minimize temporary disruptions in the neighborhood, such as noise and dust, as much as possible.
Notices will be hand-delivered to residents at least one week before construction starts with more detailed information. Also, please check back here for schedule updates during construction!
HOW WILL THIS WORK BE FUNDED?
This $29,000,000 project is funded through New York State loan and grant programs. 50% of the project will be funded by a Water Quality Improvement Program grant. The other 50% will be financed through a Clean Water State Revolving Fund low interest loan.
